Co-Founder of Asilia Energy

Currently serves as Country Representative for Rosetta Energy, a Mini-LNG project consortium between TPDC, Africa50 (Formed by AfDB) and Rosetta (Part of TAQA Arabia Group). Prior to this Kenneth served as Director of Exploration, Development and Production at the Tanzania Petroleum Development Corporation (TPDC) where looked after existing gas production in the country as well as various ongoing exploration activities for both oil and gas. Before his appointment to TPDC, Kenneth was Commercial Manager at Shell Tanzania team that is developing the multi-billion- dollar LNG Project in Tanzania, working with the Government to develop the fiscal, commercial and legal framework needed to allow the investment to proceed to implementation. He also spent some time working with Frontier Investment Management, a Danish investment fund that specialises in developing, constructing, and operating renewable energy projects in Sub-Saharan Africa, with specific focus on East Africa. He led on facilitating market entry into Tanzania with project portfolio expected to total around $130m. Prior to this, he led the energy portfolio in the President’s Delivery Bureau (PDB), an independent department in the Tanzanian President’s Office established in 2013 to undertake performance management and delivery of strategic projects in line with the country’s 5yr Development Plan. The portfolio included a $1.3billion 540km gas pipeline & processing project, 875MW Kinyerezi complex gas to power projects, 50MW wind, connection of additional 500,000 customers focusing on rural areas and 3000km of transmission lines development. Kenneth started his career at National Grid in the UK through the company’s commercial graduate development program and progressed to hold several roles from strategy to operations and ultimately leading on commercial assurance of an NEC3 contract with tRIIO (a joint venture between Skanska and Morrison Utility Services). The tRIIO contract was a £1.6billion contract over 8 years that covered the delivery of majority of National Grid Gas Distribution pipeline infrastructure upgrading scheme in London and the East of England.

A seasoned finance executive with over 17 years of experience in the Oil and Gas industry, bringing a strong focus on Tanzania and the broader East African region. As Co-Founder and Director, he brings deep expertise in financial leadership, strategic negotiations, and project management across complex, high-value ventures. Prior to co-founding his current venture, Ahmad held senior leadership roles at leading energy companies. He served as Head of Finance for Shell in Tanzania, where he played a key role in the development of the country’s multi-billion-dollar LNG project. His previous positions include Regional Controller for East Africa at BG Group and Group Controller at Dominion Petroleum. Throughout his career, he has led the financial management of upstream exploration activities, overseen major tax and regulatory matters, and managed stakeholder engagement across both public and private sectors. Ahmad’s professional strengths span a wide range of finance functions, including tax planning and dispute resolution, cost recovery audits, farm-in transactions, and commercial structuring. His strategic acumen and deep industry knowledge have been instrumental in driving operational success and delivering value across multiple projects. He is a Fellow of the Association of Chartered Certified Accountants (ACCA), reflecting his dedication to professional excellence and ongoing development.

Commercialisation of Existing Discoveries

The country has discoveries that have not been commercialised to date. We believe the market fundamentals have shifted significantly since those discoveries were made and that today there is business case for them to be developed. We believe the viability of the development is supported by a combination increasing demand driven by high economic growth, opening up of the gas market to include the neighbouring countries and virtual pipeline technologies that are opening up new potential markets across the region.

Farming in & Acquisition of New Acreage

Tanzania has several licensed Blocks that are in various stages of development that present farming in opportunities as development work continues. The Government has also announced plans for the launch of the 5th Licensing Round in 2025. This presents a unique opportunity for Asilia as a local company with deep roots in the sector to position itself as a partner of choice for credible international partners looking to participate in that process.
